I think it's important to find out if the deal doesn't work for legitimate reasons, will they buy it back, how long is that going to take, and do they have the authority to do so.

If so, familiarize yourself with Chicago Housing Authority. 

If you can locate them, you may be able to find out for sure if they pulled permits or had the proper authorization or not.

You don't have to be a general contractor to do work on a property that you own, but you are required to pull a permit from the local governing authority, even though not every one does.
