What does this mean on a property? Can someone still wholesale?

I was driving around and saw a home with tall grass and weeds, there were other small damages on it also, but nothing to crazy. There was also a little sign that said vacant on the mailbox. This was on the window, but I do not know if this is a property that I can still work with.
