Maybe pay for an appraisal up front or if you are financing, the lender will do one and if it doesn't appraise, you can walk away with no consequences other than your time.

As mentioned above, Fannie/Freddie do not have any pricing difference.Most DSCR lenders also don't have any pricing difference.  

There might be some other creative loan products that are available to you so having a good lender can help reduce the monthly payments until the rents increase or you can refinance at a lower rate.

Just note, come with a lot of free time and a check book because each time Philadelphia transfers you from one department to the next, you have to restart your wait time and crack another check, if you catch my drift.The zoning department reviewed my change on an application I just filled out at the Municipal building and they changed the zoning right then and there.
