If she is moving right from house 1 to house 2, she will have to qualify from a debt to income perspective base don both mortgages.  

I originally posted for $1375 and had a few showings then shifted to $1345 and my phone was ringing of the hook.

Where some people get in trouble, is they use the HELOC (like a credit card), max it out on stuff that doesn't create income or wealth, then markets shift, and they are under water.
