That creditor is Baltimore Gas & Electric (BGE).I expect the answer is ''just file a dispute", but need to know what to put in that letter to make it most effective, and any other relevant advice.

So I was trying to go from mixed-use to residential- and that was blocked.    

People and entities are investing throughout the city so first define what you can and want to do and THEN match that to the neighborhoods/blocks/projects/ that meet your criteria. 

Some offer assistance in the way of example letters and templates.At the least, I suggest that those of you that would be impacted by these changes contact your custodian to see what actions, if any, they are taking and recommending.

If you are on the road a lot then looking for beat up places and sending out letters is a great place to start.

I was not prosecuted for it and I have a letter from my lawyer backing this up.
