The rest would just be county land, and as long as the county is STR-friendly (which many are around the US as long as there isn't a huge city within them) it would be relatively safer to invest outside of city/ real town limits (especially if the county is poor and dependent on occupancy/ "hotel" taxes).

Following the 2020 lockdown, people were itching to get out of their homes, but they couldn't fly and didn't want to stay in hotels, so they all fled from LA to the nearest Airbnb destination, which was Joshua Tree.

European non-residents start with 19% income tax (STR's are normally added to your taxable income if you don't provide hotel services during their stay, which is 0 if you don't live there yourself) and can deduct costs, while non-Europeans start with 24% and can not deduct costs.
