I ended up buying the property 8 months after the inicial offer. it was worth it, property is a duplex and  is 4 minutes from the International Airport in Puerto Rico and touristic areas like Piñones, Condado and Isla Verde.

Or you buy a place with an in-law apartment you can rent to tourists while you live there (in Tahoe this might work great and there are occasionally places like that).One other place to consider might the Nevada side of Tahoe in Incline Village which is awesome and then you get the benefit of no state incomes taxes!

However, nice properties in those countries trade in US dollars and therefore there is no currency risk, adding to the facts that they are closer to home and bigger tourist destinations.

With Pismo Beach being primarily a tourist town, you would think they would welcome vacation rentals.
