Obviously you don't just pass a note that says "Will you be my partner" with a yes/no checkbox.  

Likewise I do these all the time and was thinking the issue was that the home interior wouldn't pass as-is appraisal.

If you're operating in a city that is silent on the issue, and then they pass a law to prohibit it, then you're likely out of luck.

Most homes I've looked at will not pass a bank's inspection without major repairs, some are old mobiles on their own land. 

But, you can pass a test to do your own electrical but I hear it is more difficult than the actual test to become an electrician.

Both are very expensive with materials and labor.If you need to un-due some of the work you did, then bring it up to fire code, then pass a Certificate of Occupancy inspection... you are going to need the unit you are working in to pass, and you are going to need the entire building to pass.Not only do you need licensed contractors but, you need permits every step of the way.  

What I know is that I need to take a pre-licensing course and pass a test.

The government was trying to pass a bill that would give over 100% debt forgiveness for all people excluding “white” to start a farm and get paid to do it.
