If a seller wants to sell for future value they need to do what is necessary to bring the value up to that price.

To be more granular, the note rate on FHA loans tends to be a little better than most other options given a set of loan variables.

Might be time to look off-market.

I think initially it makes sense to find properties that already have finished basements, in-law suites, etc. as converting those spaces to ADUs will be inexpensive and create a significant amount of rental income ($2,000/month+ in most areas close to the city).

Pay to separately meter the utility.

We only have one small property, so I manually adjust the price based on what I see for the month. 

However, this has back-fired because it takes time to drive out to the home only to get a firm "NO" to your request.
