I was also looking in DC for a house hack a little over a year ago and ended up buying in PG county where property values were more affordable and there is still a huge demand for rentals there from students, families, young professionals in the area, etc.

-JoeIn PG county any of the areas you mentioned are perfectly fine, I think Hyattsville and College Park have the most upside.In D.C., Riggs Park all the way, one of the nicest areas under 1 million dollars in the the city (No nightlife though).
