They must realize listing agent would advise seller that if they're willing to entertain offers that much lower than list, we can just drop list price and start a bidding war. 

Look for people on those pages mentioning that they are taking bids for contractors or specialists for work on their rentals, and message them to see if they are actively building their portfolios.

There are basically no multi-families and the single families are getting bid on both by investors and just regular folks looking for a primary residence.

If you are new to rehabs then getting written bids for everything you plan to hire out is a good idea.

In one county people bid 300% of assesed value.
