So basically its a "warm and fuzzy" about a property.

My favorite C/C+neighborhoods to invest in are Linden, Whitehall, Franklinton, Driving Park, and Eastmoor, to name a few. 

Take a one of my basic rentals - rents for $1250/mo - PITI is ~750 - CapEx/repairs ~100/mo - so say cashflow is $400/mo or $4800/year.

I'm betting he'd drive to that area.
