Protected class,  etc... are not given a pass when their past rental history reveals them as a risk to the new landlord because they didn't pay, destroyed property, evictions, unregistered persons living with them, arrest for criminal activity at their previous residence.

I believe you are correct about the legality of sending messages to cellphones, but who's going to go arrest them?

One of them is a known drug dealer and has been arrested many times over the years. 

I called the police department and was told that since no one was arrested, they can't release any information but I know that a gentleman was escorted from the premises. 

I would confirm that the arrest was due to drugs and not another reason. 

(I've seen stalkers, drug arrests, break-ins, bed bugs or other pests, pitbull breeding, domestic abuse, vandalism, theft, etc.)Basically, the more cash invested, the larger the cash flow, but the lower the ROI.

I've seen REI arrested (but served no time) in courthouse rigging scams, but this doesn't seem to be one. 

If so, report it to the police and have him arrested or charged.

A renter of mine in the same area knows the squatters in the house and got me alot of info on it condition wise,(plus google searching arrest records ) very bad condition and i didn't feel like dealing with getting them out. im in the process of renovating a 25 unit mobile home park i bought last year so house rentals are just looking not so good anymore with investment cost compared to my mhp (45k after rehab on house for only 650-700 a month vs a 7k mobile home at 600-650 a month rent.

Arrested for arson, bank got their fire insurance claim.
