Include a fine for violations, additional fees for mitigating smoke damage (including odors), and whatever else is needed.

Many mid term travelers are families relocating to the area, displaced families (homes have had water or fire damage, or are undergoing extensive renovations, eg), international business travelers, families from out of state visiting their family here for a few months...all types.

Under MD law they would be responsible for the costs of those improvements and would be responsible for restoring it to the original condition at the end of their lease.
