A great assignment would be to require them to attend a local meetup (preferably RE-related, but Chamber of Commerce or something like that would work too) and write some kind of report or something.

It’s not necessarily an echo chamber that repeats what I am thinking, but more of an immediate sounding board with opposing viewpoints to help you with your analysis.

You don't have to listen to them, but then you're just existing in an echo chamber.

As Steve said, if you are just trying to make it less "basement chamber" like, gray floors and painting the walls will go along way.

Otherwise, there’s some other groups you can look for like REI, Chambers of Commerce, BNI, etc. for some networking opportunities.

You can also ask and see the city's 5-yr master plan.Lastly, you can also volunteer in your local chamber of commerce and join your local REIA (real estate investors association). 

I would talk to the Chamber of Commerce and to talk to an experienced and long term city council person to see what is going to happen in the future.
