You could if you wanted put in one of those motorized chairs that you sit in and it takes them up the stairs.The rail might have to be beefed up or changed to handle that kind of weight versus just putting a hand on the rail.When people get that age generally they do not want to move at all.

If raised beds are required, I can help them with that (I've helped a local senior residence build raised beds so residents in wheel chairs can garden).Water will not be an issue, I can place a rain barrel on-site.I run the idea of a "release from liability" past Council, but it's not as pressing a concern up here ... fortunately we are still a less litigious society.The gardening season here is only 4-months and our participation will only be committed for the current season, so if it doesn't work out, we'll not do it next year.

If a tenant in a wheel chair needed a ramp installed to access an office to pay rent, you’d install a ramp.Im not sure how the SRO is but I imagine it’s much worse than individual apartments.

The hardware store sells a steel "chair" to set the water heater on, that will meet this requirement.Always get a new temperature and pressure relief valve; don't re-use the one from the old heater.
