Lean on your title company and lender for more specifics on this since it is such a state specific answer.Well, if that city is in another state they might have different rates.  

Make them sign the lease or a Holding Agreement immediately with payment of the deposit, and make sure it is clear that they will forfeit funds if they do not start renting on a specific date.
