Individual banks/lenders/etc are allowed to be more restrictive than that if they wish ("mortgage overlay"), but if you can check all the boxes there, then you at least know that someone will be able to help you. :)

I don’t know about Atlanta Ga, but in Ohio for a tenant to withhold rent due to maintenance, the tenant would need to open an escrow account with the county and pay monthly rent into that escrow account and those funds (paid by the tenant) would have to be used for repairs.And unless you are citing something other that the national eviction restrictions, you can still evict a tenant for non payment unless the tenant can prove that they have been financially impacted directly due to the pandemic.
