Often times when someone is behind on taxes they're also behind on the mortgage, if there is one.In any event, the first thing you should do is figure out what you can/want to pay for it and then see if the owner is even in the ball park with his asking price.

Its just old school small banking and I would not have it any other way.I went to open an account for another deal I am in and it was at US bank.. and I could not figure out how to do it.. you don't get checks they have to be email out or something ..
