Section 8 is a tax refund.Each year I pay tens of thousands to the IRS, and each year my local housing department repays me all that money and a whole lot more. 

I would call the police department and see if a police report was filed.

The people that I deal with day to day are developers/investors (some of which are institutional, but many of which are private major players - I mention this because you can certainly pursue working for a developer in some capacity), title companies, property managers, brokers, real estate agents, leasing agents, mortgage brokers/loan officers, large tenants' real estate departments and many city officials/workers.  

Georgetown Planning Department has some published statistics that predict within the city limits population will grow 23.28% from 2015 to 2020.

I'm sure there are exceptions to this, but often two different departments at the lender, they don't talk, and they have different priorities. 

I'm currently employed with a local housing authority in their maintenance department and started thinking,  "Geesh, wouldn't it be nice if I could fix up a place and sell it?!

I say that having been with both a smaller firm being a jack-of-all-trades, a tax manager in a larger firm's real estate department, and of course managing my own clients.  

Call the local fire department and see if they want to use it for training.

I don't see how it will make any difference assuming the water tests safe depending on your local health department guidelines.
