If you check now, a lot of the houses on those blocks went up in value. 

If everything checks out with the HOA, you must check with your local municipality to see if STRs are permitted even though the tenant will be on a fixed long-term lease.

I have read that it can be a chore to get through the rigamarole, especially around the revenue stuff. 3 and 4 plexs are supposed to be hard, but I haven't checked so run it down.
