I'm betting there wasn't any medical issue at all - they thought they'd go somewhere cheaper, and now they find out there's nothing cheaper.

I would find another rental.

So I would find an inspector that knows their limits as an inspector and also one that lets you know how they are keeping up with their education so you know if what they share is current. 

I would try to find someone local to where you want to invest and learn what you can.
