*shrug*This probably is pretty accurate, but when I hear that some category of potential customer is not following through it probably means I am not addressing their needs.  

I call my city (small town, all city-managed utilities) before closing to get the average monthly electric, water, sewer and garbage bills on specific addresses   I just tell them I am interested in purchasing and need to check the average.

Everyone says to go to your counties website having the subject property address and do a property look up.  

There are tax incentives for energy efficient windows if done on you primary residence, but does anyone know of any for rental properties?

Loop hole here is that the contract can have the property address on it.Basically Ohio is trying to prevent people from tying up as many properties as they can, and acting like a realtor without a real estate license.Find a good real estate attorney and consult with them before you do anything.
