Some service members are just a real pain to deal with...for both the chain of command and their landlords.My opinions aren't the same for every commanding officer, but I would say the vast majority hold the same view. 

Taxes insurances utilities repairs hoa fees etc. 1% is nothing special though atleast in my opinion .
