Im heading out the door in the next month to deploy and won't have great internet connection to keep with BP podcasts and forums. 

Most of these people can be a challenge to find as many do not look online for apartments or even have the internet to email. 

1 Static internet address is not usually needed, normally the wifi router handles the address assignment and nat translation.

I assume a lot of people hire property managers to deal with the local stuff and then deal with logistical stuff via internet.

But more generally, "it's the Internet, brah".To answer your question, yes HOA's will often foreclose to get the delinquent (and possibly abusive/drug addicted/etc/etc) homeowner out of the unit.

A good mortgage broker should be able to help you out or you can do an internet search of"portfolio lender" and talk to direct lenders.

Going to the internet and picking the Realtor that sold 100 houses last year gets you a Realtor that's really good at listing and marketing, not necessarily one that knows what an investor is looking for.

Have been reading books, searching the internet, watching videos and soaking-up as much info as I can.

Discussion and agreement between you and your partner is much more important than what some dude (like me) says on the internet!
