Unfortunately the market is saturated and it’s putting downward pressure on pricing.

They will at least notify the tenant and put some minimal pressure on them. 

I would tell the neighbor to report the violations to the HOA so it's not putting all the pressure on you.

I cannot find any properties to gauge the value off of since everything in the area is single family.
