Hi Jeff, ARV is a wider range because you have the bottom and middle units which are in the low to mid 400's and the top unit has a larger footprint/roof deck type layout that puts it much higher.  

While checking my email that morning another email came in from this seller stating that he had a better offer and would not honor our agreement.

If it was just listed and is a fair value, maybe make an offer in the middle between what you are thinking and what you are willing to pay.

With you being in the middle of it, you stand a good chance of finding some good opportunities.Good luck investing.
