This way you get the population density that comes with the Chicago area but you don't have to deal with the taxes or the IL eviction laws.

That can be a real problem. any idea someone can work around that or it is best to walk away from the deals if the owner doesn't want to take on this battle?

Start with the bank you normally deal with.
