The decision to pull permits for your kitchen renovation would depend on a few factors such as the extent of the work, the city's reputation in terms of code enforcement, and your neighbors.

I would only add that a lease is not enforceable unless its signed.

Sure not many states enforce it, but they are then just lucky.Again, nothing I say should be taken as law.

Check with local zoning and code enforcement - they'll quickly tell you if its allowed or not.

Having a clear designation simplifies towing if that is something you need to enforce, such as if you only have one space per rental unit. 

While it is true that there is no SOL for foreclosing on mortgages in PA, there is case law that they need to be enforced within 20 years of maturity to obtain judgment if they are signed under seal.  

If so then involve law enforcement if necessary.
