It is partially completed but I discussed the situation with my lead contractor and we both agreed to stop work until things aren't so murky.

I think we need to be cognizant of folks who lose their income -- we shouldn't complicate matters by tossing people onto the streets because they have to temporarily stop working and may not be salaried.
