Also - any tips on regulation regarding doing work to siding/porches which have tenants in the property?

I get complaints from the HOA that their grass it too long, the flowerbeds have weeds, they have a broken down car out front, etc..

I am thinking about purchasing a cabin in Broken Bow, OK and I am wondering if a 1 or 2 bedroom for STR is still a good investment considering cabins there have seen an appreciation of about 30%+ in the last year. 

Thus, my question -- is there anything out there at a medium to high level that just cuts to the chase and talks about such things and give tips and suggestions on best practices, do this before doing that etc ? 

The report said all the big things were ok but after the closing I got my own inspection report on the house and found it had rotten wood in the roof, leaking and mold in bathrooms, sinking foundation and a broken HVAC system.
