I don't think what you are quoting will apply because you don't have any documentation of rental income on this property or an executed lease agreement.

Those are short term loans made based on the deal and the ability of the borrower to execute on the deal.

Such as the ‘Due on sale clause’ which the lender may execute.

Also if there are repairs that the seller agreed to make, then there should have been a “Repair Addendum” executed.

Care rent assistance is like some many other government social policies, not a bad idea, followed up by bad execution.   

You can fix the parking spot but you’re stuck with whatever late fees are in the executed lease.
