I'd be the first person to sign impeachment papers on whichever legislature put that in there.Sounds like everybody should just create rental agreements with rent about 5% higher and offer a 5% discount for cash/check payments.

If they pay for other bills online or in store (Wal-mart, 7-11, etc) for cell phone, insurance, or cable they should be able to pay rent as well.
