Seller expressly warrants that property, improvements, building or structures, the appliances, roof, plumbing, heating and/or ventilation systems are in good and working order.

Plumbing (bathroom needs plumbing hooked up and basement has broken pipe) needs repair.

Good attorneys aren't cheap, but they are a lot cheaper than dealing with regulators over offering securities improperly.

I know most stuff like HVAC repair, plumbing, and electrical should all be hired out by a professional but what about minor things like this?

The underlying idea there is make sure you are making contact within all the governing regulations which include but are not limited to Fair Debt Collection, Dobb Frank amendments to Regulation X and Regulation Z.

While I'm by no means a professional contractor I have done plumbing, framing, painting, re-screening and just about any home maintenance you could throw at me.

But that would probably depend on their regulators.  

I've been into some of the properties that the new regulations were created to make safer, and my property is NO WHERE close to the condition they are in.

It was adding a stove , fixing a few leaks in the plumbing and repairing the boiler as it was an REO property and not too well kept

And there is some sort of plastic plumbing that was used in the 60s or 70s and maybe even the 80s that didn't perform as expected...it is garbage.
