Not the poorest of areas, definitely not the wealthiest of areas, the large local grocery chain still maintains grocery stores there, starbucks/wal greens can be found etc.2 shopping centers, one free standing office building, 3 other mixed use properties that have restaurants, retail and office space.

The plan is to construct a mixed-use building (retail, office, housing), and there are a few partners who actually want to own units and live in the building too.Could the LLC we use to develop the property seller finance the individual condos (on a land contract) back to the partners?

@Jorge Vega Not the credit report itself, but there are a few "list compilers" out there like Acxiom and Experian who create data derived from these reports and sell them off to list brokers who in turn retail to people like you and I.

If she needs some moving cash now, still offer to long term lease, and option to buy, but the option price is at the balance due at the time of sale (the price you pay the seller (her bank) goes down over time as the mortgage is paid down), but the seller wants some small option fee to her, say $5k to move with.You then market to wholesale the lease / option contract to a flipper who does minor fix up and sells on MLS (etc) to a typical financed retail buyer.These expensive, low equity deals are hard to make something of, unless the mortgage payment is way below rent, then buy subject-to, or lease-option giving the seller a small amount to move.
