Parks allowing rentals like this attract very bad tenants and you're going to be rehabbing and doing handyman specials all day long.  

If you screen, you will not have many (or any) evictions since you can attract very, very strong tenants there. 

If the lot is already zoned commercial and by a main highway, you'd have to check the market to see what types of tenants the lot will attract should you decide to go the residential route and put a mobile home on it.
