Well this is the same mind set that those who have never been to CA OR WA.. they only hear of super expensive areas and dont realize that the majority of these states land wise is quite rural and not a whole heck of a lot more expensive than nicer areas of many mid western states.

Bunch of great advice above...FYI, if they paint anything mid to dark tone it will require multiple coats to cover or bring back to white, black or red will require 2/3 coats of primer, and then good paint top coat.
