I increasingly think that our society had outgrown our government structure and its usefulness.Government is now trying to play catch up (ex regulatory bodies failing to effectively regulate ; guns, environment, etc), but never will effectively catch up.

The only option is to get them out from under the mortgage, rent it back to them cheap, and help them catch back up.

And, you might want to catch up on some of what @Lane Kawaoka and @Ali Boone have to say - I liked hearing perspective from other engineers, as an engineer (by training, not profession) myself.

The students typically fall behind on their schedule, so a local construction company volunteers a few weeks of work to catch them up and finish the project by year end. 

I am also installing a water filter to catch the iron and other goodies.  

She DID have a place to go as she stayed with her mother locally most of the time since she didn't want me to catch her at the park.

You may catch one in Tempe or Chandler which are more like B areas but the prices are usually starting in the lower 200s and can quickly go over 400k.
