You can manage any park from far way just as long as you collect all the rent every month, paying all the bills every month and making sure they are always about the same cost per month, keeping the park 100% occupied (or close to it), making sure the homes and the park is cleaned and well maintained (your manager should be taking care of this and you video monitor it), and finally if you have the tenants pay for water and sewer just make sure you are collecting all those bills and make sure that w/s bills are under control. 

@Bernard Chouinard it is possible but you might need an attorney to review the purchase agreement carefully to determine if the seller in fact did violate the agreement.

But in general, I am wondering the best method to contact this landlord/property owner so as to get their attention and really help them see that my purchasing this property from them would be taking a headache off their hands.

I'm not an investor and don't care to be.

All the lender cares about is the money, not who it comes from.

What if problems arise that need MY attention, but I can’t be reached?

There are some states that allow day cares out of the house with certain license and permits.

So it is good to have an operations account there to take care of things that come up.
