You should get a copy of the CC&Rs from the HOA, and then also a see if you can get a copy of the original permit or subdivision public report for the property from your state's department of real estate (you may be able to find it online, even). 

All I can believe is the ratio of flips to total home sales, and maybe median price, as these are probability statistics and public record.

If the damage is extreme you can try to find a public insurance adjuster to help you fight your claim they typically only get paid if they succeed in getting your claim paid out.
