Here's my brief story with the property in mention thus far:My lady and I are currently renting in Staten Island, NY, and are seriously interested in getting into the real-estate Investing wave.

Our rule is that if there is an issue with the property, I should be able to send my lady there at night.  

I  have 1 section 8 tenant, really great older lady, love her.. but I also had another section 8 tenant,  that made me swear I'd never do the program again--  HORRIBLE experience, super stressful, high maintenance tenant-- she literately asked my maintenance guy if he thought she could sue us (ps. we did everything right). 

During the process I asked the nice loss mitigation lady from Chase bank what info they needed and they sent me a short sale packet with instructions of exactly what infothey wanted and in what form it should take.

I'm calling the person who owns the house that has holes in the floor and plaster falling from the ceiling on Loraine or the lady who was living with cockroaches so bad one fell off the ceiling and bounced off my head just off E Central.

There is no need for an elderly lady to be conned into selling her home for 200k when a wholesaler is assigning it to another wholesaler for 300K who is assigning it to the flipper for 350K.

The lady was telling me that when I comparison shop, to be aware that some insurance companies don't follow through and don't have as long or strong of a reputation, though they may be cheaper.

I then contacted Jefferson county and asked if there was a time frame within turning back over the papers with my signature the lady stated not until i hear something back from the former owners with the invoice i mailed them.

skip tracing isn't expensive, hire someone from Facebook for $5 to skip trace the 2 properties then go to the town hall when open and ask the nice lady at the records office for everything she has. run comps, estimate rehab costs and explain to the owner how going with you not only helps their credit score but makes them moneybringing a wholesaler in will only make it a worse deal for yourself 

It probably depends on how your local rent market and competition is functioning for a similar product.The lady tenant you are mentioning with the cats, kids, and significant other makes me nervous.
