You'll have to have the preliminaries, like permits and a builder lined up, but I'd be surprised if you couldn't get a project like an ADU financed for a F&C property.

After they close, and then they find out all the hoops they need to jump through every year with filing with the city, plus just how little they can actually raise their rents, they're in shock. 

Regarding the first half of your reply, while that idea of demolishing what's currently there seemed kind of shocking to me at first haha, it actually very well may be the best plan for this property after all once you read the details because basically I don't think I can add 2 ADU's currently to this property (please correct me if I am wrong after reading below).

Remember Texas had a huge issue with the S&L crisis /oil shock in the 80's.
