If you can't get financing try asking the seller if they used financing, and if not give back some of the price reduction and see if they will carry the terms for you.I would work on lining up financing/ funding before negotiating deals as it is less than ideal to be in a deal you could never fund.

So you are correct you should get paid at signing and shouldn't take a reduction on the costs as actual construction costs have increased not decreased...typically I see these with a 4-6% per annum escalation on the reimbursable amount.

To sum it all up here, buying a flip deal next to a cemetary should be looked at as a small reduction in value and nothing more unless the demographics create an adverse condition for you in which case you would likely pass.
