From what I have seen it is typically the offices that are trying to recruit agents, not the agents trying desperately to find an office unless you're trying to get a job at a larger company where it is a salaried position requiring a RE license.

When that has happened  (rarely)  I make it a point to stop by their house or office and ask them in person why they apparently deliberately deceived me for their own gains.

Every municipality is different for permits, If you've got something locked in contract I'd go down to the construction office and ask them for a list of required permits and their associated costs.
