The home inspector (highly rated) did not seem to think it was a major concern and seemed to think it may have been a poor job or was done in the summer and dried to quickly.

It was a terrible buy as it's a 40's concrete house, 700sqft, and IMO rehabbing a concrete house isn't worth it due to poor insulation among other things.I have around $60k saved and am frozen on if I should pull the trigger on a deal in OR where prices are super high and use financing to rehab a buy and hold rental, or go out of state where I can buy something for cash and rehab that for a buy and hold rental.

As you probably know, a tenant cannot remove items that are attached or fastened to the building....like sinks and ceiling fans....that is unless they had them installed themselves...But as @Glenna Wood said, it's probably not worth bothering to go after a tenant like this....just lick your wounds and move forward.I bet you screen the heck out of the next one, eh?
