I am an out-of-state investor so I am just looking for someone for the occasional job that doesn't need to be done by a specialist when I get a call from a tenant and maybe some work when I acquire a property or have turnover.

@Ryan Hebert I have not done any deals with Mass Housing, but have with USDA.The risk with FHA (3.5% down), Mass Housing (3% down) and especially USDA and VA (0% down) is that the buyer has very little skin in the game.
