In most states you cannot contract yourself out of a dangerous condition or negligence -- wasps are dangerous along with other pests and vermin.Rather than charging the tenants, I would suggest teaching them methods of prevention.

Step 1 is to not disclose how much money you have on a public website

You and your new wife should move into the in-law suite for a year or so and rent out the larger portion to save more money.As for other methods other methods to get started there are loan sharks, rob a bank, sell drugs.

Paying a contractor to replace front steps and some drainage lines for gutters. 

I think I need to do more networking and try some of the other methods BP recommends to find deals before they hit the market.

IMO the BRRR or buy and hold method is a lot more forgiving.
