You never know unless they have a specific complaint that needs to be addressed.

I have searched city and state government websites and I see that short term rental is fine, vis a vis Airbnb, but I cannot find anything specifically addressing long-term rental of rooms in a primary residence. 

Buying as a primary (less skin in the game- higher COC return ) house-hack that until you roll into a new primary which shifts the prior house over to your asset column.

Two and a half hours is an easy drive to shoot out there to address an issue.

My thought was:1 - I put the down payment and assume the mortgage.2 - Contractor (no skin in the game at this point) buys materials to complete the necessary upgrades3 - When it is done we sell the property and subtract the down payment, material cost, mortgage payments, utilities, settlement costs - and then whatever is left we split.  

What is the address of the property you are discussing?

There is more than one way to skin a cat and I think its clear. 

Anything with 5 digits in the address is in the city and 3 or 4 digits is typically county.

Typically the Home Inspector would go in first and identify any issues he feels should be addressed by a more specific trade Contractor.
