When I would get back to the office I would type up a work order in QuickBooks, print it out and keep it on my desk until the repair was completed.

The other thing Locators Inc does is that they run ads in the print media - something I long ago stopped doing - so that people still looking for a rental using newspapers would still be able to learn of my units (if they subscribe to a Locators Inc list).I am not claiming that Locators Inc is operating legally within the eyes of the regulators - I just don't know.

Calling and then text would be my last choices because with e-mail you have a copy in your sent-box that you can print out for proof.

The only downside is that someone (you) would have to check them monthly and on a regular basis to calculate usage and then reconcile that against the master meter bill, then subsequently print a statement with rent + water for the tenant to settle up each month.Good luck!
