Just cause it's new construction, don't expect it to not have issues.

Yes I have many clients who self manage from out of state as these areas have pretty much 0 late payments or tenant issues (my 4 unit going on no late payments for 5 years now).

For instance, as an Owner/Builder, you must pull the permits, and this instantly makes YOU responsible for the satisfactory completion of said permit, and you also must know applicable codes.If one of your Subs has an employee that is not completely legit, then that falls on you as well, and you might not have even known about it.....!

However, if there is no active license, you can go to zoning permit documents and check if they have ever recorded it being built as a triplex or converted into one.
